Of course it does.

Anybody who wants to curtail any free speech has in their mind a sub-set of speech they want to curtail.

Nobody believes in free speech for the other side but not for their side.

So either they believe in free speech for both sides, or free speech for their side. So if they want to curtail speech at all, obviously it matters which speech is being curtailed -- it's the speech the curtailers don't like.
