Recent Indian political developments demand that technology decisions be perceived in a larger light than WiLL... just as Reliance intentions certainly extend beyond WiLL. First, the Indian DoT (Department of Telecommunications) is intent on expanding the number of operators providing mobile telephony - on a technology neutral basis - through paying a license fee, limited only by spectrum availability. Dr. IJ has also alluded to future "converged licences" that appear likely in light of political developments. Converged licenses would erase operational distinctions between fixed and mobile players. Indian GSM carriers are presently adding cdma WiLL infrastructure - that is identical to cdma mobile infrastructure. I recall reading that, accounting for plans made public, there will only be 2 pure play Indian GSM carriers not offering cdma WiLL. In a larger light, what are we witnessing? With only 9+M GSM subscribers in India at present, it is entirely possible that cdma will be the majority wireless Indian air interface in January 2004. As Indian mobile carriers plot generational evolution of their networks... as they observe the object lessons of Europe and Asia... their fledgling cdma networks take on a brighter light. India GSM appears a ripe prospect for GSM1x, and an Asia influenced evolution to 3G.
