I believe she is referring to her own interviews with Hamza which led to the article. I don't see why the when or where is important. You can do a google search on Khidhir Hamza and find he is the subject of many articles, has written articles, testified before Congress.

And the last line of the fourth paragraph? Come ON!

The last line is - He said his colleagues were lavishly rewarded for their successes and tortured by the secret police when they failed to deliver.

Come on what? This is consistent with what is known about Saddam's Iraq - it is a police state in which imprisonment and torture is common.
