According to the letter, the motive was profit for the Pakistani nuclear scientist and the middleman.

Sounds like it's time for this guy Khan to hit the highway..

I'm not prepared, as of yet, to blame Musharraf since Khan was likely acting under orders of a previous government of General Muhammad Zia-ul-Haq who assumed control from Benazir Bhutto in August, 1990 (the same time Saddam invaded Kuwait).

But it's good to probably shake up the Pakistani nuclear agency, nonetheless. And it sounds like someone is using this information for just that very purpose.
