I donot go as far as raped the economy. America is bigger, better and greater than even the most popular stupid dirtbag president. In peace time there is a some effect, but not a major affect.

To the extent 911 negatively impacted the economy, it's clinton, but far worse is the death of so many Americans.

The waste of excess revenues during the bubble is on all the government and the American people. The fed steps also may have contributed or mitigated. But it is so complex, I'd call it just the normal business cycle.
