So where are we going? If all the roads to peaceful resolution are closed and therefore any attempts at negotiation are doomed to failure, and if Saddam sends the inspectors back empty-handed, vanquished and ridiculed, will only war bring the desired solution?

I think we need Karl Rove on this one too.

It seems the definition is handy if the weapons inspectors fail.
sends the inspectors back empty-handed, vanquished and ridiculed

Well let's not do that. Let's say that by the time we finish the last inspection we have to start over again at the beginning because something might be hidden at the first inspection now.
So we have to stay. We are looking, we are looking, we are looking.

Lets increase the number of weapons inspectors 100 fold.
(200 X, 300 X whatever)

With that many weapons inspectors there we have to support them. Build 30 Holiday Inns or Embassy Suites. Stock the cafeteria with Starbucks, Papa Johns and Hunan Wok.
Let Wallmart run the PX. Build a couple of hospitals.

Now here's where we need Karl.
We have just invented the Third Way.
What do we call this outfit? What kind of LOGO, uniforms?
How does this play out over 2003?
Can we stretch it to cover 2004, too?
