1) Near term -- recent warmer weather hasn't dented prices much -- nor talk of La Nina => could indicated significantly higher prices this winter if we get much real cold weather

2) It wasn't the clean air act by itself that delayed investment in generators -- regulation of the transmission and wholesale energy markets themselves -- esp uncertainty about the final form of regulations -- this delayed investments. Then the first order allowed prices to be set anywhere in a abusive manner by those that had the power to do so. Huge investment in NG fired units resulted -- there will be a glut for at least 3 - 5 years. When the next round of investment is needed a lot of folks are going to be hurting.
