China Telecom and Netcom eye PHS in 3G frustration

Fixed-line operators China Telecom and China Netcom are reported to be in negotiations to develop their local loop PHS networks using code division multiple access (CDMA) technology. Chinese press reports have pointed to talks between the two operators and US based Crestar International to upgrade current PHS (personal handy system, also known as personal access system (PAS)) networks to use CDMA technology. This would enable easier upgrading to a fully independent CDMA mobile network in the future and the move has been seen by industry analysts as a sign of China Telecom's and Netcom's frustration at government delays in issuing 3G licences. Such a development, if allowed by the Ministry of Information Industries (MII), would enable the fixed line operators to put mobile networks in place before having licences for mobile operations. However, China Unicom, the country's only CDMA network operator has indicated that it would contest any such moves by its competitors.
