Damn straight he doesn't... But he still shoots his anti-aircraft missiles at us, because we don't respond with overwhelming force... There's nothing to lose and everything to gain because of the lack of repercussions. But he also knows that if he complies with the UN resolutions, he'll lose all capability of later being able to rise like a "phoenix" from the ashes of political defeat at the hands of the US, and restake his claim as leader of the Arab people. Saddam's not entirely stupid Karen... After all, he was able to almost convince us in 1994 that we'd destroyed all of his, then current, arsenal of WMDs... Only later did we find thousands of tonnes of additional weapons he tried to hide... Accounting for and destroying the majority of those required 4 MORE YEARS. But, as UNSCOM acknowledged in their report, they could not account for all of the missing material at the end of 1998. And btw Karen, UN peacekeepers and inspectors are killed all over the place.
