What you (..and a majority of the rest of the world..) don't know, at this juncture is that a new burner has been developed that can burn the very worst of fuels cleanly and more efficiently than anything that has ever preceded it. It is also quite simple, easy to maintain, compact, and uses no super-science like ultrasonics, etc. Powerhouses will be able to reduce the loading on their pollution abatement systems to near zero. A minimal requirement to deal with heavy metals extraction will never go away - since you can't burn mercury, uranium, etc.
That will make the very heavy and bunker C (..liquid asphalt..) usable in CA again, as well as low quality coal. Also, any surplus grains, scrapped wood, crumb rubber, natural gas, scrap paper, etc., will work just fine in the same burner. 50% heat rates at power houses is not far off, and distributed energy production will boom out of this new technology.
Also, that bill will be a boon to the anaerobic digester industry that processes CAFO manure and other bio feedstock into methane for fuel gas or for engine-generator sets at dairies, feed lots, meat processing facilities, etc. This also has improved the viability of more municipal sludge applications.
