The basic concept of foreign aid is that the return in good will and future markets is worth the investment. The alternative is to turn your back on countries that will be economically devistated by AIDS and let them degenerate into more lawless breeding grounds for terrorism, such as Somalia. Want another Al Queda? If not then maybe it's worth spending the two bucks in humanitarian aid, if only out of your own self-interest.
