We gave aid to North Korea with the understanding that we would move to normalization of trade, then didn't speak to them for years. We gave aid to Afganistan when we wanted them to fight the Russians for us, then deserted them when they were or no further use. This was what set off Bin Laden. It's no wonder people are a little suspicious of our country's friendship. Inviting someone to dinner and then throwing them out on the street is not a good way to build a friendship.

True, you cannot guarantee that foreign aid will bring you the results you want, just like investing. But if you don't invest it is guaranteed you will get nothing.
