The Rings of Power

The Eldar have always been superlative craftsmen, perhaps only dwarves could surpass them, and that was only in certain aspects of metal fashioning.
The crafting of the Silmarils by Feanor in the first age surpassed the skill of any craftsman or artisan that would ever exist in Middle Earth.
Sauron was at one time fair of face and of tongue, and had great craft, being a Maiar. It was Sauron who taught Celebrimbor how to add power to the rings during the fashioning. Celebrimbor was the elf that created all the rings of power except the Great Ring, this was forged in Oroduin by Sauron.
The rings were made in this order, first the Nine, given to men. After their death they would become the Nazgul. The Seven were fashioned next and given to the Dwarf lords, all the seven have perished, destroyed by dragon fire or taken back by Sauron.
The Three were the last rings of power made and great force resides in each ring.
When Celebrimbor became aware of Sauron's fashioning of the One he instructed that the three be hidden (given to Elf Lords) but they could not be used, they were tied to the One.
When the One was lost in the Anduin, the Three could be used again, the power of all the rings are tied to the Great Ring.

The Three would be given to Elflords, only one of the three would ever change hands again.
