I don't have a complete answer. Two factors are:

Fewer Japanese own stocks than in U.S. The average Japanese people are less impacted by the long depressed stock market.

The Japanese people have higher savings, in various savings accounts. Most of Japan's retirement funds are also in some types of savings accounts. In a deflation environment, cash is 'gaining' in 'value.'
