Of course. However, the mistakes of the past, for which the said country has formally apologized, are no excuse for their repetition in the future.

Possibly. However, the reason for which genetically modified food is not appreciated in Europe at this point in time is a bit more complex than "They don't have our expertise". There is a real concern in Europe (and I cannot judge whether it is justified or not) that we just do not know about the long term effects of these genetically modified crops. Americans have been eating them for a long time, of course, but then again there is also concern that Americans' health problems, especially their monstrous percentage of obesity, might in some way be related to the food they eat.
