No, you don't quite get the rule -- the rule is, the argument never applies to Jews. If Arabs do it to each other, then the universal rule remains "tough noogies". As soon as Jews enter the picture, then a new set of rules enters the picture; the rule now is "the Jews must pay for all".

So,

Nationalism is a Good Thing, unless it's Zionism, which is evil colonialism.

Refugees of the side that lost the war must take their lumps and resettle somewhere else, unless they lost to the Jews, in which case the refugees must stay in refugees camps until the nth generation, until the Jews take them back. The Jews of course must resettle all Jewish refugees of the conflict as well (this was done fifty years ago).
