§ Called for as many as 850,000 government jobs--nearly half the federal civilian work force--to be outsourced to private contractors--a move designed to reduce their pay and benefits and eliminate union protections, prompting Bobby Harnage Sr., president of the American Federation of Government Employees, to say that Bush had "declared all-out war on federal employees."

GREAT IDEA. It will save billions and help to balance the budget.

EXAMPLE The Bush Administration required the printing of the federal budget to be put out to bid this past year. The GPO and several private companies bid on the job. The GPO won by bidding over 24% less than it charged the US last year for printing the budget.

Imagine if that was carried out across the board....(BTW, this idea was first floated by All Gore's "reinventing government" task force and died a quiet death due so as to not jeopardize labor support)
