OT is it just another day in paradise

No. It's more like another day in Hell. Federal, state and local government coffers are in the worst shape they have been in in a long time. Politicians can't raise taxes or the electorate will boot them out of office. So lotteries (or voluntary taxation) is the only game in town these days to keep essential services like education running. They are between a rock and a hard place.
