particular short sellers cannot just cover whenever they want to. they have to wait until a shareholder sells his stock. then they cover. that's why you see NSDQ short interest number on CUBE keep increasing even when CUBE goes down, cuz the amount of buyers is greater than the amount of sellers. think about it, there are always both sides to a trade. BUY and SELL. what happens when buyers are more than sellers? who operates (and therefore owns) the market place?

the million dollar question is "Who are/is the short seller?"
