Here is one writer's take on the rationale (Reza Mahmoodshahi, Published 3/11/2002 in the Cornell Review):

"Iran’s inclusion in Bush’s much-misunderstood “axis of evil” is a step forward for Iranian people everywhere, except of course, the religious oppressors in Tehran. It’s a battle cry for help; it’s a cry for long-overdue action on America’s end."

The same concept applies to NK.

Elaine Sciolino (A senior writer for The New York Times and the author of Persian Mirrors: The Elusive Face of Iran (2000), she has covered Iran since the revolution in 1979), interviewed for Frontline:

"It really was a natural evolution from the war on terrorism. George Bush said, "We are at war. This is a war without end. There are those who are with us; there are those who are against us." So he had to define those who were against us and it was not too difficult to pick out Iran, Iraq, North Korea. [All three of them] have programs of weapons of mass destruction, ... have articulated public policies against the United States government"

Bush's identification of these three nations as the "Axis of Evil" was part of a major policy statement, one which should (and I think will) define our nation's foreign policy for many years to come. To mince words about it makes absolutely no sense whatsoever.
