One of the ways that Saddam makes money, is by smuggling oil out of the country, outside of the "Oil for Food Program". He also apparently makes money by exporting food and medicines delivered to Iraq (from the UN Administrated Program), meant for the Iraqi people. The reason that the U.S. continues to purchases oil from the UN Administrated program, is to show the world, that the U.S. does not have a problem with the Iraqi people, but the Dictator of their country. To prove that any starvation, and death due to lack of food or medicine, is due to the Iraqi Government, and not UN sanctions or the United States.

This was started by the Clinton Administration, as was the law that makes it Official U.S. policy to change the current government of Iraq (passed and signed by President Clinton in 1998).
