Not totally true. They can cover when they want to, just maybe not fast enough. What they can't do is short when they want to, because they have to "borrow" stock that their brokerage firm is willing to lend to them. There is also an "uptick rule" that applies to shorting (not covering) a stock, that may make it difficult to short to begin with.
