I was looking for the quotation "Apres moi, le deluge" to make sure it was Louis XV who said it, but when I think of Greenspan I think of Louis XIV's "L'etat c'est moi" and conflate the two quotations for Greenspan: "Le deluge, c'est moi."

One of my Google searches did turn up some scathing comments byt California Republicans about the Davis budget, which seem right on target to me, even when Louis XIV (incorrectly) gets credit for the deluge remark.
