96 hours is 4 days. But this is not a significant change from standard US military procedure, which calls for aircraft carriers just rotated back from deployments be available to sail in 7 to 10 days for the first 3 months back from deployment:

After returning from deployment, a ship enters an incremental ninety day period called ‘Selective Restricted Availability’ (SRA). The SRA consists of fixing the normal wear and tear that takes place after six months of constant steaming. The ship is also drydocked during this time for a hull cleaning. A ship in this condition can get underway within 7-10 days in an emergency.

The "relative readiness" graph in the above link makes it clear that readiness steadily decreases during those 3 months. This further decreases the difference between the 7~10 days availability for 3 months that is standard, and the new orders for 4 day availability. Few non military people are aware of details like this, so it sure sounds like a sure clue that war is a comin'.

In other words, this is just more talk-talk, not war-war.
