A falling VXN is generally associated with a rising market. But a lower VXN could be just "fallen" rather than still "falling".

BY the way, I think I set the threshold for $VXN too high with the 45 sell trigger. I now believe that the VXN may get into the 30's before the market starts its next decline. But I have made the rules for the current DIA trade and Al has to stick to the 45 figure for selling out.

Falling VXN can also be a byproduct of low volume. So the low VXN at the moment may not be as bearish as it first seems.
