I thought you said Gw was acting unilaterally. Here we find out , the Us acted in concert with Japan, and the European Union. So, everybody involved in the 1994 pact stopped sending oil.

Analysts say that the insularity of North Korea makes it difficult to assess that government's strategy. Some believe that Pyongyang's gradual, admitted violations are an attempt to get attention and to force talks aimed at developing normalized diplomatic relations.

Why didn't you highlight this part in fairness. Most reports on NK include a paragraph like this. Simply put, most analysts think Kim ll is bluffing. And a good poker player plays the bluff. Why would it be wrong to play it?
