jttmab, free trade falls under the paradox of the "law of diminishing return". Allow me to explain...

When you sharpen a saw it cuts wood better and becomes more useful, but when you sharpen a saw too much it becomes brittle and breaks easily. This same law applies to nature as well as man made systems. If you work out, you live longer and feel better, but if you work out 12 hours a day, your body begins to break down. Food is necessary for life, but too much of it can make you obese, ill, and unable to move.

Free trade is good and healthy to our society, complete unhindered free where American industries are destroyed is not. A leader who is consciously aware and in tune with the signals of where the law of diminishing return begins to reverse itself, responds accordingly. This may or may not have been the case in the examples you've highlighted. I simply offer an alternative view to help you better understand why the dichotomy exists.
