Lindy, "your" people are not clones. Some are malevolent sadistic thugs, just as are found everywhere. Some will be converted by the captives and help them escape. Most will be reasonable people. Some of "your" people are Tim McVeighs, some are Ted Kaczynskis. Some will have scores to settle and won't be worried about some innocent being the recipient of the score-settling. There's a wide range of people.

The greatest problem won't be excessive cruelty or 'not tough enough". It will be a lack of intelligence.

For example, it was reported today that 3 middle eastern males paid for and started diving lessons including explosives handling, about 6 months ago, in Hamilton [I think it was], New Zealand. Then they didn't go back and have disappeared. Unfortunately, by the time Mr Plod the policeman got around to checking it out when the suspicious behaviour was reported, 3 weeks had gone by and the security camera recordings had expired so no images of them are available.

They were perhaps more French government terrorists wanting training so they can attack more harmless boats in New Zealand. But more likely they were Al Qaeda trainees planning a USS Enterprise sinking, or maybe a bridge destruction.

Electrical cables and being tough/cruel would be far less important than showing up at the right time and asking the right questions.
