Bin Lauden and now Saddam are Bush's best friends. without them his approval ratings would be 15% lower. Karl Rove knows this better than anyone. That's why when they couldn't find Osama they went after Saddam. Back in July Bush's approval ratings were at their lowest since pre 9-11 and they were worried.
