<if flaying some guy's feet to find more of the bastards is necessary, then so be it.>

What if it's the wrong guy Derek? Will foot flaying really achieve your goal? In the Tower of London they used to have sophisticated tools for inflicting serious pain [some of the tools are still there as museum pieces].

Americans dropping nukes on Hiroshima and Nagasaki and wiping out Dresden was mass murder too. It was in the context of total war. Al Qaeda's perspective is that they are in a war and they are merely doing a Dresden where they can. If they can get hold of the nukes, they'll do a Hiroshima too.

It's not really a lot different you know, though being on the receiving end makes it seem a lot different. The Japanese used to do a lot of foot flaying and bamboo shoot manipulating [so I hear] and they were considered beyond the pale. Would one really wish to mimic their methods of half a century ago?

It seems bloodthirsty, vicious, cruel and unethical to me. Hey, you could threaten to kill their children if they don't talk. Then, how about a Final Solution? Ah, the good old days.
