"This program was not started during the Bush administration; it was started during the previous administration," Powell said on ABC. "We inherited this problem."

Even thought Powell tried to behave professionally and not attack the previous administration, his appearances this morning did make it clear this mess had been developing well before Bush began his run for the presidency.

It will take years to undo the REAL Clinton legacy.
