A couple of reasons. When the USSR existed there was a possibility that the USSR would aid the Moslems during a regional war against Israel. A few nukes pointed at USSR population centers was the dooms day solution.

Now the nukes protect them from chemical, biological or nuclear attack. Still a dooms day deal but that's the way they think. Wipe us out and kiss your ass goodby.
