yes, that would be the kind of approach that would be my first suggestion. But--the DPRK is a really odd duck, and might well respond in unusual ways to ordinary stimuli. So I'd be hesitant to simply read the answer out of the standard playbook without advice from specialists who know more about these folks than I do. Also, one kind of needs to know a decent amount about what the other players (ROK, China, Japan) really want to see happen, and I'm not up enough on that to judge...
