unfortuanately, you have a comprehension problem..

the bold from your referenced article shoud be this:

"Still hung over from the excesses of the 1990s, the U.S. economy is expected to turn in a lackluster performance in 2003."

was bush responsible for that ???? for that matter was clinton???

it will take years to work down the excess capacity generated by a combination of misguided market exuberance AND loose monetary policy.

but you are probably right wrt how lemmings "vote the pocketbook" in the misguided belief that a president can "fix" the unwinding of any economic cycle.
