I just don't understand why you automatically assume fallout or radioactive rain would fall on the country that launched the nuke,even if they are neighbors.
hint:it would be a tactical advantage to be located west of your enemies.Of course there could be weather that is geography specific that one would have to factor in but in general many countries could nuke their neighbor without fallout ect.on themselves.
You are making a blanket statement that you can't nuke your neighbor with out blow back.I'm saying thats not necessarily true.Fair enough?
