If they do want to allow individuals some sort of self direction, they could offer a choice of conservative managed funds, or maybe indexes for 10% of your benefits... something like that.

This would encourage people to pay more attention to their own retirement if nothing else.

All this tax debate lately seems to imply the lower incomes don't pay taxes... in fact they pay proportionately more taxes wrt income than other groups precisely because they are stuck with this SS burden. If there is one place where relief is needed it is "payroll taxes" (which I always felt was a term used to hide where all this money really goes- if they called it SS taxes and people saw how much it was they'd freak)
