PT, Easy solution to your quandry. Siege should allow food and essentials in. If they get cabin fever so be it. We will have our hands full anyway pumping the oil for sale to pay for the damn war and damn siege. <g> Saddam and his gang hiding among the populace in two major cities is not likely. He will use his weapons(if they are usable and not too well hidden) or flee to a friendly venue. BTW tipoff will be when he kicks out inspectors. At that time we better be prepared to move quickly before he readies his wmds for use. My bet is that there is a fair chance he leaves and gets a free pass not to be miloseviced at the Hague.
