This is why Bush looks foolish. In their National Security Strategy they said: "We will not permit the world's most dangerous regimes and terrorists to threaten us with the world's most destructive weapons." So, what they do? They go after Iraq who, to the best of our knowledge, does not have such weapons, but, in the case of North Korea who does have such weapons, they puruse the matter diplomatically.
