State should fire 10% of employees through attrition, reduce wages by 10% and freeze it till the State's are healthy.

That certainly wouldn't work in California, nor perhaps in many states. If California laid-off 100% of all State employees they still would not be able to balance the budget.

There are too many Federally mandated programs, which must be paid for by the states. This is a legacy of the Ronald Reagan Federal "spending cuts". The "cuts" in spending were simply shifted to the states.
