The breakthrough represents the conclusion of several years of efforts to set up a proper line of contact between the government and the country's second largest religious group, with the unspoken aim of encouraging a homegrown, liberal version of Islam.

I find this to be an interesting concept. One of the major problems with Islam is that the heirarchy is weak and very decentralized. I don't quite forsee the emergence of a Muslim "pope" but centralizing religious dogma, especially in a liberal manner, is a positive development that indicates an attempt to oppose the militants.
