nukes existed for generations, but the proliferation into the hands of rogue governments and terrorists is a new phenomenon. I don't know of a terrorist group that has nukes. Do you? As for 'rogue states' (And I love the recent Bush terminology. What on earth is a "rogue state"?), I do not know of a 'rogue state' that recently acquired nuclear weapons, do you? Pakistan and India had them for a while now, and they are not the most stable pair. North Korea has a nuclear program, which is now definitely restarted, now that their fuel is cut off in what I can only describe as the dumbest of blunders (couldn't the US just do economic sanctions?) since they now have an excuse because they do not have another energy source. Now, we may have to deal with fanatical individuals who may think little about using them – because they “know” unequivocally what is the will of God "May"? The risk is always there, with all kinds of weapons. And what do you suggest we do about it? Invade all countries and annex them to the US? It is not very subtle and nor is it very clever, if you ask me. You say that everyone talks about the need for a new political “infrastructure”… I do? Where? In the Muslim world, or the US? Could you point me in the right direction so I may see the context?
