Spanish 3G gets official delay, lighter guarantees

The Spanish government and four 3G-license holders have reached an agreement of delayed timetable and lowered financial guarantees. The aim is to speed up the implementation of 3G in the country.

The Ministry of Science and Technology has reduced financial guarantees required to deploy 3G networks to ease investment conditions in Spain to EUR 1.3 billion from EUR 6.5 billion

Telefonica Moviles, Vodafone, Amena and Xfera Moviles agreed to increase their 3G investments by 20% next year to EUR 1.5 billion and also promised to have limited network services by the second half of 2003 and full commercial service by mid 2004.

Xfera, partly owned by Finnish Sonera, has been only partially active during the past year. The new agreement should bring it back to life.

Spain awarded 3G licenses in March 2000 with each of the four operators paying USD 111 million. Operators were required to offer 3G services by August 2001 under the original conditions of the licenses.
