Energy policy is very much a foreign affairs subject.
After all we are about to fight a war for oil in Iraq. The whole mess in the Middle East is oil-related. And since Bush is the oil President that is a big issue for 2004. We were talking massive new hydrogen programs, which will not go anywhere so long as Bush is in office. Another big subject is fuel efficiency. McCain-Kerry's issue which the Bushies scuttled. Every time you burn a gallon of gas it's a foreign affairs issue now. My assertion is let's get off the Arab oil permanently ASAP. Even conservatives can agree with that.
