proof? well how would you like me to prove it. I was working as a consultant for companies like large retailers where the only employees on staff were H1-B's. Everyone else was consulting for twice the pay. SO theoretically maybe the H1-B's weren't being discriminated against from a salary perspective, but in real terms they were. This is common knowledge it isn't like I'm coming out in left field with this.
