The first part is obvious. The second part sounds reasonable, but remember you are talking about a regime that doesn't burden itself with reason.

Like I said before, the nuke problem complicates things tremendously. Personally, I think North Korea thinks the Cold War is still going on, given how that regime is extremely resistant to change.
