Let me suggest what you've probably already thought of..

Go ahead and find a new broker and set up an account with whatever $$ you can right now.. once the new account is active, begin liquidating your old account and as you do move it to the new account as is comfortable for you.. that way you will always have the ability to trade with only a protion of your $$ in limbo.. and the only hassle is tracking two accounts if you consider that a hassle..
