are you sure a company can be sued for hiring an H1-b? I wasn't aware of that. Do you have any examples of companies who have been sued successfully?

Actually, what I'm finding is, outsourced projects of anykind require tactical hands on management locally. And management positions (even coordination type jobs) have always gone to US citizens moreso than foreigners. So if Cisco is adding mgmt they would prefer to have a US citizen over an h1-b anyway. And mgmt is ALL they are adding locally right now... unfortunately not enough jobs to make a dent in the glut of unemployed people though.
