Lieberman thought up Homeland Security.
Bush resisted it until he stuck in a union-busting clause which he knew Dems would have a hard time swallowing. Then when they complained he stalled until the elections so he could point his finger and use it as a campaign issue. The congress allocated billions for HS many months ago. Bush has yet to spend any of it. Homeland Security will also create the biggest beaurocracy in our history. So much for smaller government. And lets just hope the HS department wont abuse its power by spying for political reasons the way Hoover used to do. It could happen.
