It was my mistake on the date. It was in Continental notation, rather than U.S. Thus, the interview occurred on November 6, 2001.
Now, as far as Palast not being able to secure a document that had a stamp of "Secret" on it, I am astonished at how naive you are about documentation. Tons of documents in the public domain have this stamp on them. It's nothing unusual at all.

What is interesting about Operation Northwoods is that it was a scheme to perpetrate a terrorist incident in the U.S. in order to soften up the population for the imposition of martial law, and an aggressive policy of invasion to eliminate a foreign enemy.
Many of us see Operation Northwoods as proof that certain elements of our government are perfectly capable of conceiving terrorist incidents, such as occurred on Sept. 11, 2001 as a means to further their nefarious ends. Ends that might be described as a $100 Billion increase in appropriations for the Department of Death (DoD), and increase of $5.9 Billion for chemical and biological warfare research (using Ft. Detrick supplied anthrax to intimidate the Democratic leadership), suppression of civil liberties with the U.S.A. Patriot Act, Homeland Security Act and numerous Executive Orders.
Basically, Operation 911 was a godsend for those who wish to turn Fortress America into an Orwellian police state. I'm fond of a couple of quotes from the era of the Roman Empire: Cui Bono? and Cui prodest scelus is fecit.
For those who are unaware of these quotes, the first asks the obvious question that every prosecutor needs to ask about a crime, "Who benefits?". Clearly, the biggest beneficiaries of Operation 911 were not al Qaeda and the Muslims. The winners were the fine folks at the Department of Death.
The second quote: "He who profits from villiany has perpetrated it." That ought to be self-explanatory.
