I wrote this earlier. The situation reminds me of a guy holding a gun going up to someone and saying, "Stick 'em up!" So the guy sticks his hands in the hair. The stick-'em-upper then searches the guy holding his hands in the air, to make sure he isn't holding any weapons. When he doesn't discover any weapons on him, he then shoots him.
